WASHINGTON -- The Senate, closing one round of acrimonious debate but setting the stage for another, passed legislation today that would both tighten the borders to new immigrants and provide procedures for the 12 million foreigners already living in this country illegally to gain legal status.
The bill would also authorize a guest worker program by which foreigners could work temporarily in this country.
The vote was 62 to 36.
