LINCOLN — Lawmakers approved a measure Thursday to allow Nebraskans to carry concealed weapons, but it was unclear whether the new state law will trump local bans on concealed weapons.
State Sen. Ernie Chambers, who led filibusters against LB454, the concealed-carry legislation, said Thursday after the bill passed its third floor vote that there is nothing he could do to prevent it from becoming law. Gov. Dave Heineman has said he would sign the bill.
Chambers said he took solace in the fact that Omaha has a law banning the carrying of concealed weapons and the bill will not supersede that. The measure also allows any other municipality to pass a ban.
A ban on carrying concealed weapons has been a part of the city of Kearney’s codes since 1945.
The Kearney ordinance reads: “It shall be unlawful for any person within the city to carry about his/her person any concealed weapon of any kind, excepting only officers of the law in the discharge of their duties.”
State Sen. Jeanne Combs of Milligan, LB454’s chief sponsor, said she didn’t intend to allow cities to have their own concealed weapons laws.
“It wasn’t the intention to create a checkerboard of ordinances across the state,” she told the Omaha World-Herald.

We have concealed carry here in Ohio if you want to call it that. The law allows a business to disallow the carry of concealed weapons in their place of business. So naturally every twit and his brother posted signs on their place of business disallowing concealed carry. So the law for concealed carry in Ohio is worthless as tits on a boar hog. Of course you can still defy the law and I know many people who do.
